6274. American Interests—Indochina. Legation’s 5069, August 7.80 Note September 19 from Foreign Office states Swiss Consulate, Saigon, reports unofficially advised that 1861 POWs detained Saigon camp include 209 Americans. Camp leader is Captain J. H. Fowler. According a detained officer, treatment satisfactory. Japanese Commanding Officer correct.
About 430 patients in hospital where dangerous and cruel soldier in charge. Insufficient supplies given doctors who lack anti-tetanous serum, morphine, pills and syringes.
