The Ambassador in the Soviet Union (Harriman) to the Secretary of State

2236. Department’s 1495, June 15, 6 p.m. The British Ambassador has telegraphed the British Foreign Office that the functions of the [Page 1465] LPC had already been explained to a Soviet official subsequent to the receipt of the Soviet reply agreeing to participation therein. The Ambassador stated that he preferred not to raise the question with the Soviets again until he has received a reply to his letter to Molotov of June 1 in which he had requested the names of the proposed members of the LPC and the nomination of some Soviet official in Moscow with whom the appropriate member of the British Embassy could deal. In view of the foregoing neither the British nor ourselves are taking any further action here at this time.
