The Secretary of State to the Ambassador in the United Kingdom (Winant)
517. British Embassy informs us that based upon discussions at Moscow and Tehran, British Government desires to propose that the European Advisory Commission set up a special body to study question [Page 163] of dismemberment of Germany. You are authorized to accept the subject of dismemberment for discussion in the European Advisory Commission in any form the Commissioners may decide.
We consider that this subject is already before the Commission under penultimate paragraph, Section B, of U. S. paper on treatment of Germany, referred to the Commission by the Moscow Conference.
