The American Representative to the French Provisional Government (Caffery) to the Secretary of State

351. Bidault15 showed me this afternoon very confidentially a note from the Russian Ambassador here16 setting out that after conversations in regard to the European Advisory Commission with our Government and the British, it had been decided to issue the well-known invitation to Massigli. The Russian Ambassador went on to say that his Government had come to the conclusion that France should be invited to become a permanent member of the Commission and had so communicated to our Government17 and the British but had not yet had a reply in the premises from us or the British.
