Department’s 8037, October 2, 7 p.m.1 With reference to the request of the French Committee that its representative be admitted to sit on the European Advisory Commission I am glad to have your comment. Although this matter has never been officially before the EAC and might be favored by the British, I am certain that the Russians would be violently against it and I believe it would be a mistake to introduce any other national element into the Commission until the military phase is established, following the surrender of Germany. The essential task in the EAC at the present time is to reach agreed conclusion on a tripartite basis.
