Department now reviewing earlier plans for United Nations organization in educational and cultural field in view of changes in general situation since last April and the clarification of the framework of international organization developed by the Dumbarton Oaks Conference.
Kefauver will return to London with instructions for participation in informal discussions with representatives of the British government concerning United Nations educational and cultural organization. Suggest proposed exchange of views be delayed until his arrival in January or soon thereafter.
