20. Reference is made to both the memorandum of July 11, p. 647, on recommended arrangements for the Dumbarton Oaks Conversations and the July 6 draft of Tentative Proposals handed to President Roosevelt on July 12. The final draft of the “Possible Plan” of July 6, with one exception, the submission of the section regarding international trusteeship, was identical with that transmitted after approval by the President on July 15, to the United Kingdom, the Soviet Union, and China on July 18, 1944, infra.
