The Ambassador in the Soviet Union (Harriman) to the Secretary of State

2328. Your 1570, June 27, 9 p.m.92 I sent a secret and urgent letter to Molotov on June 28 inquiring when we may expect the Soviet reply to the invitation to participate in a preliminary exchange of views on an international security organization. I emphasized that my Government was most anxious to have the acceptance of the Soviet Government as soon as possible.
