91. Your 83 of January 10, midnight. Should Hewitt still be in Stockholm, you are instructed to inform him that Kersten’s proposition should not even be considered. For Hewitt’s information the only terms which this Government is prepared to give are those of unconditional surrender. The substance of this “peace feeler” will be communicated to the British and Soviet Embassies here.54
