Memorandum

Reference is made to a memorandum from the British Embassy dated June 12, 1944, inquiring how far the United States is prepared to participate in the occupation and control of Austria.

The policy in this regard, as outlined in the telegram sent to General Wilson on June 9 by the Combined Chiefs of Staff, has subsequently been modified only to the extent that the United States representative on the European Advisory Commission has been authorized to accept the protocol proposed by the Soviet representative for tripartite control of Austria, provided that it be clearly understood that only a token occupation force will be provided by the United States. It was suggested to the United States representative that this reservation might be effected by inclusion in the protocol as a separate article or by an understanding in writing covering this point.
