The Minister in the Dominican Republic (Warren) to the Secretary of State

A–136. Department’s instruction No. 158 October 10.6 The Foreign Minister told me today that he had given consideration to the draft agreement proposed by our Government7 and that the Dominican Government would be glad to enter into the agreement except that it will be impossible to assume any expenses which might arise under 4 (a) either this year or in 1943. He said that the Government’s financial situation was such that it would be unable to provide raw materials for these projects, and that the road building equipment was so limited that it would not be able to make available any equipment for this work.

Despradel said that if our Government would modify the agreement with respect to these two points the Dominican Government would be glad to accept the text proposed by the Department.
