The Greek Legation to the Department of State

The Greek Minister7 is instructed to suggest to the United States Government that it would be of high importance to issue a declaration [Page 725] stating that no forcible territorial modifications at the expense of the integrity of Greece shall be recognized. The Greek Government think that it would be, moreover, advisable to warn the Bulgarian Government on the sanctions to be taken in case where any methods (transfer of populations) would be applied in order to alter the ethnological complexion of Thrace and Macedonia.
