420. Department’s telegram No. 184, September 8.29 Our Military Attaché called this morning on Colonel Rosenbroijer of Finnish General Staff and was told by the latter that the statements reported in my telegram 407, September 529 were official on behalf of Finnish General Staff. In answer to Colonel Huthsteiner’s further inquiry as to significance of statement that Finland did not desire peace until its part of the war was concluded Rosenbroijer said that phrase “its part of the war” referred to certain strategic objectives which must be attained before offensive operations by the Finnish Army ceased, adding that upon achievement of these objectives Finnish Army would consolidate its position pending conclusion of general peace. Rosenbroijer confided to Huthsteiner that in the opinion of the Finnish General Staff, any other course might precipitate a German military occupation of Finland. Rosenbroijer also informed our Military Attaché that it was not intended to have Finnish troops participate in the forthcoming siege of Leningrad.
