The Ambassador in the Soviet Union (Steinhardt) to the Secretary of State

1631. The report of Lozovski’s28 press conference on September 4, states that an American correspondent inquired as to the truth of a report that peace negotiations are being conducted between the Soviet Union and Finland with the assistance of the Government of the United States. Lozovski is said to have replied that “this report is not in accord with the facts, but certain Finnish newspapers are raising the question of peace for Finland because of the heavy Finnish losses on the front, the bad food situation in Finland, the growing desire of the Finnish people for peace, and their increasing hatred of Hitlerite Germany.”
