The Ambassador of the Soviet Union (Umansky) to the Under Secretary of State (Welles)
Sir: I have the honor to confirm receipt of your note of May 550 informing me of the definite character of all requisitions relating to articles and materials purchased for exportation to the Union of Soviet Socialist Republics and taken over by the Government of the United States between October 10, 1940 and May 1, 1941, and by which you further inform me of the procedure of compensation due the owners of these articles and materials.
I did not fail to bring the contents of your note and its enclosures to the immediate attention of my Government and of the interested Soviet economic agencies.
I do of course reserve the right of my Government and its economic agencies to present in due time to the Government of the United States claims for full compensation for all damage caused them by the abovementioned requisitions.
