The Ambassador in China (Johnson) to the Secretary of State

609. In the course of informal conversation with Minister for Foreign Affairs yesterday, latter informed me that Soviet Government had informed Chinese Government [that it was?] unnecessary for Soviet Government to make a new announcement of policy at this time; that Government had already declared officially that it did not intend to extend recognition to “puppet” regime at Nanking. [Page 458] He also stated that Germany, offended at retention of anti-Communist provision of Wang-Japanese treaty, was withholding action and that Italy was waiting at the instigation of Germany.
