660. Department’s 286, July 31, noon.36 The sense of the President’s informal comments on Mr. Matsuoka’s private message37 was communicated informally to him today by me. Mr. Matsuoka listened with interest and asked me to express to the President his full appreciation [Page 412] of the President’s kindness and the trouble he had taken in commenting on the message.
