Memorandum of Conversation, by the Secretary of State

The British Ambassador called at his own request and inquired about the meaning of the Monroe Doctrine statement put out at Hyde Park on Sunday morning.9 I replied that it was not intended to be a statement of policy; that my statement given to the press a day or two before10 was intended to be a statement of policy.
