Memorandum of Conversation, by the Secretary of State

The British Ambassador3 called at his request and handed me an aide-mémoire (copy attached4), the substance of which is that the British Government will not undertake to give its consent to relief by neutral countries in German military-controlled territory or German-controlled territory. I thanked him and then inquired whether the British proposed to strengthen the basis of their action by a statement to the effect that so long as German methods and policies are in force a relief undertaking at this time would really be for the benefit of Germany, German armed forces, and German citizens. The Ambassador said, “I will bring this to the attention of my Government.”
