The Under Secretary of State (Welles) to President Roosevelt
My Dear Mr. President: On the receipt of your memorandum of July 26, 1939, in regard to the defense of Liberia, I instructed officers [Page 608] of the Department to restudy the entire question in consultation with the War and Navy Departments. Those instructions have been most carefully complied with.
There are enclosed, for your information, two memoranda43 dealing with different phases of the matter. I should appreciate it if you could find it possible, at your convenience, to give me an opportunity to discuss this matter further with you.44
