The Ambassador in Japan (Grew) to the Secretary of State

222. Department’s 125, May 12, 6 p.m. I called this morning on the Foreign Minister and orally carried out the Department’s instructions.55 Arita said that the alleged statement of the Japanese spokesman in Shanghai had not come to his attention but in any case he asked me to convey to you his categorical assurances that Japan has no intention whatever to occupy the International Settlement in Shanghai.

The Minister expressed particular pleasure and satisfaction at the information that the American Government is giving full consideration to the Japanese Government’s recent communication in regard to matters affecting the International Settlement at Shanghai and that it expects shortly to have completed a reply thereto.
