The Ambassador in Belgium (Morris) to the Secretary of State

12. Minister for Foreign Affairs informed me today that his Government is deeply disappointed at turn trade negotiations have taken. He asked me to use my good offices to secure another interview with the President for Forthomme in order that the latter may present personally a proposal which he believes will settle some of the principal difficulties.
Minister declared that his Government is anxious to cooperate in every way with the United States Government in an effort to reach mutually satisfactory agreement.
