47. My telegram No. 46, July 10, 2 p.m.15 French products now not only in the first column but have been subjected to duty surcharge of over 41%. This accomplished by means of decree March 10, 1934, authorizing Government to increase tariff rates in case of dumping decree, cites currency depreciation as a form of dumping.

If our treaty negotiations fail my personal opinion is same measures may well be taken against us which in conjunction with lack of quotas would result in depriving us of most of exports to Spain which amounted last year to over $38,000,000.
