The Secretary of State to the Spanish Ambassador (Calderón)

Excellency: In accordance with the understanding reached in the course of your conversation with me4 at the Department of State on January 3, 1935, I attach herewith a list of the products5 concerning which concessions are desired by the Government of the United States in connection with the proposed reciprocal trade agreement between the United States and Spain. It is understood that you will transmit to the Department of State at once the list of concessions desired of the United States by your Government. I wish to assure you that upon the receipt of your Government’s desiderata careful and sympathetic study will be given to them with a view to beginning active conversations at as early a date as possible.

The general provisions which this Government suggests for inclusion in the proposed agreement will be submitted to you at an early date. These general proposals will include, among others, provisions for most-favored-nation treatment in respect to customs matters; national and most-favored-nation treatment in respect of internal taxation; and limitation on the amount of internal taxes which may be levied on those products on which concessions are accorded. Proposals will likewise be made that subject to certain conditions no quantitative restrictions shall be placed on those products on which concessions are given and that any quantitative restrictions on other commodities [Page 689] shall be applied in an equitable manner. The general provisions will also include an article providing for equitable treatment in the allocation of foreign exchange.
