The Chargé in Rumania (Wadsworth) to the Secretary of State

Sir: To complete the Department’s record of the circumstances of settlement of the recent dispute between the American-owned Rumanian [Page 685] Telephone Company and the Rumanian authorities (despatches Nos. 204 and 211 of December 8 and 21, 1934) I have the honor to enclose a translation of an official communiqué issued by the Ministry of the Interior and published widely in the local press of January 20 and 21, last.27

The general effect of this communiqué is to absolve the company of all charges that in the matter at issue—interception of local telephone communications—it had acted to the detriment of the superior interest of the Rumanian State or in violation of contractual obligations assumed under the concession granted in 1930 to the International Telegraph and Telephone Company.

The communiqué is considered by the American General Manager of the Rumanian company as finally closing the dispute and as laying for at least a considerable period of time the spectre of concession cancellation.
