The Secretary of State to the Minister in the Netherlands (Emmet)

27. Your 44, June 20, 4 p.m. Please inform the appropriate authorities that while we welcome decision to send Lamping or substitute to Washington as early as possible we should greatly prefer that the discussion at that time be not restricted to preliminary conversations but be continued until an agreement is reached. We should appreciate an indication also of what questions of general policy in particular it is believed should receive further attention before actual negotiations are begun. Incidentally, with reference to last sentence page 1 of memorandum enclosed with your despatch No. 212 of May 7, 1935,12 is the Netherland Government aware that 6 months of grace is calculated from April 1st not May 1st?
