44. Department’s telegram No. 26, June 19, 7 p.m.11 Original plan of instructing Legation in Washington to enter into further preliminary conversations has been changed. Decision reached last night in Cabinet sub-committee to send Lamping or substitute to Washington in the first week of July for the purpose of a short preliminary discussion. He will be accompanied by a representative of the East Indies. They consider that questions of general policy should receive further attention before actual negotiations.
