The Chargé in the Netherlands (Wilson) to the Secretary of State

27. Department’s telegram No. 13, April 4, 8 p.m. I have just had satisfactory talk with Lamping. Legation in Washington had confused them and caused some resentment. I believe they now appreciate difference between original plan and the President’s letter to Secretary of the Treasury extending privileges pending negotiations.

I was surprised to see that Van Breugel had claimed that the Netherlands was not discriminating against American commerce. They admit frankly here that the quota and monopoly systems are discriminatory in their application if not in principle. Lamping says Van Breugel was not instructed to make any such statement.
