The Consul General at St. John’s (Quarton) to the Secretary of State

Sir John Hope-Simpson, Commissioner for Natural Resources, advised me today that both he and the Dominions Office expressed an interest in opening negotiations for a possible Newfoundland-United States trade treaty. He is planning to go to Washington to consult with the British Embassy regarding the matter in June or July. He would make the trip at once but feels that the Newfoundland case which has been left to the Newfoundland Board of Trade has not been thoroughly prepared and believes the next 2 months spent in investigations could be well used. He is writing to the British Embassy expressing his views.
