While desiring that Embassy shall assist American concerns interested in making barter arrangements by facilitating their approach to the proper German authorities, I nevertheless feel that the Embassy should not discuss with the German authorities specific proposals nor intercede with them in support of individual arrangements.

As regards possible discussion with Schacht of the Tariff Commission’s trade analysis for 1932, made under the Costigan resolution, it is felt that it would be inadvisable at this time to enter upon such a discussion.
