The American Representative on the Committee for Refugees From Germany (Chamberlain) to the Under Secretary of State (Phillips)

My Dear Mr. Phillips: I have just read your letter of February 21, answering my inquiry regarding the possibility of a contribution by the Government of the United States to the expenses of the High Commission for Refugees Coming from Germany.

I had a talk with Mr. McDonald while he was here on his way to South America. He tells me that since so few of the other countries have agreed to make a contribution, that he thinks it would be wiser not to attempt at this session to take the action which I suggested.

If the more important Governments are ready to make a contribution to the expenses of the High Commission, I assume that there will be a different situation presented.
