The Chargé in France (Marriner) to the Secretary of State

634. Referring to Department’s telegram No. 296, July 24, 4 p.m., as the double taxation convention will come into effect in normal course within 5 months, the Embassy shares the Department’s apprehension that there might be delays in obtaining the Senate’s consent to ratification of any supplementary agreement within that time.

Therefore, with the Department’s approval, I would address a note to the Foreign Office thanking them for their offer to advance the date and stating that a change of this character would require a [Page 251] supplementary agreement, ratification of which would entail the consent of the Senate. Therefore, in view of the fact that the present Congress has but a short time longer to run and does not reconvene until the end of the year, the American Government considers it preferable to allow the treaty to come into effect on the prescribed date. In conclusion it might be stated that in order to complete the legal steps in connection with the treaty it would be much appreciated if the French Government were to see its way to an early promulgation of the convention which it will be recalled was proclaimed by the United States on April 16, 1935.51
