585. Reference my despatch No. 1769 of April 9, 1935. Department will recall that article 2 of law of April 5 approving double taxation convention provides that decree of ratification may in accordance with understanding with American authorities put convention into force at earlier date than January 1, 1936.
A note has just been received from the Foreign Office suggesting that in accordance with the above provision an earlier date be fixed and asking the American Government to propose the date which seems most appropriate to it.
Telegraphic instructions would be appreciated.
