Excellency: I have the honor to inform Your Excellency that on January 30, 1935, a complete record in two volumes,¹⁰ regarding the claims for the detention of 13 Finnish sailing vessels for various periods during 1918, prepared by Mr. John G. Poore, Attorney at Law, has been handed to the Legal Adviser of the Department of State, Mr. Hackworth.
