Your instructions numbers 20, January 11 and 29, February 14.6 The press now gives prominence to the report that you intend to make public a list of those nations “which will not relinquish certain import restrictions which the United States considers unjustified.” Foreign Office official has intimated the concern of this Government lest it be included therein and inquires whether it may be informed as to specific instances if any. In view of results of representations, reported in my telegram 11, March 4, 11 a.m.,7 I may be able to utilize [Page 140] to advantage information of this nature if such be your intention and have already mentioned difficulties with automobiles, lard, and prunes.
