Your 47 and 48, July 12, 6 p.m., and July 13, 2 p.m. From preliminary consideration of the matter it seems clear that retention of 10 per cent of sterling exchange for use in allocation of exchange to countries other than Great Britain will not allow Uruguay to give anywhere near as favorable treatment to American exporters and investors in allocating exchange as she apparently proposes to give British exporters and investors. Please discuss this with the Foreign Minister and report his views. Discrimination in Uruguay against American interests obviously must cause unfavorable reaction in this country.
