We will greatly appreciate learning of any decisions you may have reached after your talks with President Arias regarding the right of the Government of Panama to engage in ship to shore radio service and giving Panama instead of our own commissaries the opportunity within certain limits of furnishing food supplies to ships transiting [Page 591] the Canal. We have held up negotiations with Panama pending receipt of word from you of your decisions on these two points and any protracted delay in resuming conversations with Panama may give rise to misunderstanding.
