General Somoza has just telephoned me that commander of central area has communicated by radio that many Sandinistas have [Page 540] voluntarily surrendered in operations in vicinity of Wiwili requesting to be incorporated in Guardia but are without food and shelter. Somoza stated that he had instructed commander to provide food and lodging.
