The Secretary of State to the Acting Secretary of State

For Phillips from Hull. Your January 3, 5 [2] p.m. I am interested in proposed Salvadoran recognition plans. There was no definite effort to bring out this matter at Montevideo. The Central [Page 218] American delegations did not undertake to discuss it with me to this end. The Salvadoran delegate did urge recognition and I indicated kind feelings toward his government but offered no definite comment on recognition. Sorry cannot offer any light. However, from this distance I can see no objection to submitting this to the President for his approval.
