The Ambassador in Cuba (Caffery) to the Secretary of State

92. Remarking that the negotiation of the new treaty would inevitably take time, Torriente20 has inquired whether it would be feasible for the President to obtain authority to increase the Cuban preferential on sugar imported into the United States in compensation for a general blanket increased preferential on American imports into Cuba which could be promptly negotiated by means of an exchange of notes. He states that the Cuban Provisional Government has the authority to increase the American preferential.

I understand, of course, that nothing of this kind could be done in any event until the quota matter is disposed of.
