15. From Reber. In public session this afternoon Council adopted the Liberian rapport7 in substantially the terms outlined in Consulate’s telegram 14, January 17, 8 p.m.

Sottile claimed, however, that the reply of his Government did not constitute a refusal. Simon8 expressed the hope that the Liberian representative would remind his Government of the unanimous decision of the Council that the report must be accepted as a whole. [Reber.]
