The Secretary of State to the Chargé in Ethiopia (George)27

23. Your 27, December 19, 10 a.m. Please inform the Emperor that this Government is confident that the unfortunate incident at Wal Wal, of which it has learned with regret, is susceptible of settlement by peaceful means and that both of the parties concerned will use their best endeavors to effect such a solution. Explain that since the incident has been brought to the attention of the League of Nations and since it is the intention of the Ethiopian Government to pursue the matter before the Council, this Government considers that it could not usefully or properly take any action. Assure the Emperor, however, that the Department will continue to follow with sympathetic interest efforts made to compose the dispute.
