The Minister in Egypt (Fish) to the Secretary of State

7. Your telegram No. 8, March 18, 2 p.m., and 9, March 18, 7 p.m. In response to oral representations the Legation is now assured that if the Egyptian authorities find Insull on Egyptian soil he will be arrested and turned over to us for deportation. If American authorities arrest him on Egyptian soil and request Egyptian authorities to detain him this will be done upon a written request and at our risk and responsibility.

Egyptian authorities also suggest that the Legation state in writing that the American Government is not interested in preventing his landing in Egypt and I am doing so.
