Your 5, March 18, 6 p.m., and Department’s 8, March 18, 2 p.m. Since Insull’s landing in Egypt would probably lead to his early return to the United States under the most favorable circumstances as regards his prosecution, the Department does not wish you to give the Egyptian authorities any reason to believe that, by preventing his landing, they would be accommodating this Government.
