18. Your 28, March 12, 2 p.m. Under law and regulations governing issue of passports, passport may only be issued upon formal application therefor and under long established practice in cases similar to Insull’s passports when issued are restricted as set forth in Department’s telegram No. 2, January 5, 1933.32

However, Department perceives no objection to Consulate General registering Samuel Insull as American citizen and thereupon issuing to him without application a certificate of identity and registration, deleting from the form the second sentence which reads: “It is issued only for local use.” This certificate may be valid for 6 months and may be issued without fee in interest of justice. Department assumes you will have no difficulty in procuring photograph to be affixed to document. It believes this document which is commonly used in deportation cases will meet requirements of situation. Pertinent data follows: Place of birth, London, England; date of birth, November 11, 1859; occupation, blank; height, 5 feet 8½ inches; hair, white; eyes, brown.
