Memorandum by the Secretary of State

The German Ambassador53 called, as he said, merely to pay his respects and to welcome me back to Washington. After some general conversation about nothing in particular, he stated that the counsellor of his Embassy had up certain matters with the head of the Western European Division, Mr. Moffat; that he would not take them up with me. The Ambassador finally added that some 50 officers in New York City recently went aboard the steamer Bremen and made a detailed investigation or search, but found nothing. He told me also that the Europa would arrive tonight, and, while he did not say so, the inference seemed to be that he hoped that although the Federal government was scarcely expected to interfere, we might find a way to discourage a similar search. I replied that I would request Mr. Moffat to give every attention and consideration to any condition that might fall at all within the functions of the State Department; that this, of course, did not relate to the merits of the same.

He then stated he would discuss some other matters with me later on.
