Sir: Adverting to despatch No. 889 of June 1, 1933 [1934], I have the honor to enclose the translation from the Reichsgesetzblatt, Part I, No. 52 of May 16, 1934,53 of the Law on the above mentioned subject.54 The Law authorizes the President of the Reich Institute for Employment Agencies to issue decrees enabling him to prevent the employment of laborers or employees in the districts prescribed in the decrees, without his previous approval. Machinery for the control of itinerant unemployed is thus established and authority is [Page 262] granted which can limit agricultural laborers to that industry unless they left it more than three years prior to the issuance of the pertinent decree.
