Unofficial American representation at the Second International Diplomatic Conference on Private Aeronautical Law at Warsaw, Poland, October 4–12, 1929¹

^1. The First Conference was held in Paris in October 1925. It was attended by an Assistant Military Attaché and an Assistant Naval Attaché from the American Embassy as unofficial observers; they were instructed that in their attendance they were in no way officially to represent or bind the Government of the United States. During the Conference they were not made members of any official committees nor did they participate actively in any of the sessions. (579.6L2/1)
