56. Congress has authorized the purchase by the Government of the plants of the Santo Domingo Water, Light and Power Company for $400,000; $100,000 cash and the remainder in two years. I have stated to the President that if Government’s offer were made there was no doubt but that it would be accepted by the company and I hope this [there] will be no hitch in the matter. Minister of Fomento has been very active in Government’s settlement and has zfulfilled all of his promises to me.
