Sir: I beg to acknowledge the receipt of your note of the sixth instant and to offer you my most sincere thanks for your early and circumstantial reply to my memorandum of the 5th instant concerning the political situation in China.
It gives me great pleasure to inform you that I received yesterday a cablegram from the Foreign Minister at The Hague to whom I had transmitted by cable your views on the question as explained to me verbally Friday last, stating that he has authorized the Netherland Minister at Peking to join his colleagues in signing the note quoted in your letter.
